「釋義」
低碳經(jīng)濟(jì)是以低能耗、低污染、低排放為基礎(chǔ)的經(jīng)濟(jì)模式,是人類社會(huì)繼農(nóng)業(yè)文明、工業(yè)文明之后的又一次重大進(jìn)步。低碳經(jīng)濟(jì)實(shí)質(zhì)是高能源利用效率和清潔能源結(jié)構(gòu)問(wèn)題,核心是能源技術(shù)創(chuàng)新、制度創(chuàng)新和人類生存發(fā)展觀念的根本性轉(zhuǎn)變。
“低碳經(jīng)濟(jì)”最早見(jiàn)諸于政府文件是在2003年的英國(guó)能源白皮書《我們能源的未來(lái):創(chuàng)建低碳經(jīng)濟(jì)》。
「應(yīng)用場(chǎng)景」
在氣候政策中,健康一直是缺失的一面。?人們普遍認(rèn)為,低碳經(jīng)濟(jì)可能會(huì)給健康帶來(lái)許多好處。(為簡(jiǎn)單起見(jiàn),使用了“低碳經(jīng)濟(jì)”一詞;盡管并非所有溫室氣體都含有碳,但溫室氣體也不是唯一的氣候變化污染物,例如黑碳)。這些附帶利益(通常稱為共同利益)經(jīng)常被政策制定者所忽視,并為進(jìn)一步削減溫室氣體排放量提供了額外的理由。共同效益應(yīng)使減少溫室氣體排放更具吸引力,因?yàn)檫@為加快實(shí)現(xiàn)公共衛(wèi)生和氣候目標(biāo)提供了希望。
Health has been a missing dimension in climate policies. It is not widely appreciated that there are many benefits to health that are likely to accrue from a low carbon economy. (The term “l(fā)ow carbon economy” is used for simplicity; although not all greenhouse gases contain carbon, neither are greenhouse gases the only climate change pollutants—black carbon, for example). These collateral benefits (often called co-benefits) have frequently been overlooked by policymakers and constitute an added rationale for deep cuts in greenhouse gas emissions. Co-benefits should make deep cuts in greenhouse gases more attractive because they offer the promise of accelerated progress towards both public health and climate goals.?
